Hear Keynote Wayne Abba's Presentation, "EVM, The View from Washington"
Mr. Wayne Abba, an internationally acclaimed spokesperson for Earned Value Management, will explain in his keynote the rapidly increasing role of EVM in the US government. In the executive branch, the President's November 2007 executive order on "Improving Government Program Performance" further enhances the Office of Management and Budget's emphasis on EVM in annual budget reviews. In the legislative branch, the Government Accountability Office has expanded its role to report not just "what is wrong" but also to document best management practices.
In 2007, the GAO published an exposure draft of its "Cost Assessment Guide: Best Practices for Estimating and Managing Program Costs." The guide will be used by GAO auditors to evaluate government programs and also as a valuable resource for government agencies that manage the programs – a remarkable convergence of interest between the legislative and executive branches. As a contributing author of the GAO guide and an independent consultant helping government agencies implement EVM to meet OMB requirements, Wayne's insights will be invaluable for conference participants.
