Project Management for EVM

Support for federal compliance

New Office of Management and Budget (OMB) guidelines require federal agencies to be even more disciplined about how they run major IT projects. OMB requires an Earned Value Management System (EVMS) to be employed by all federal agencies as well as their contractors running major IT projects.

Using the EVMS, agencies are required to report estimated total cost and completion date. Agencies also need to report if projects are being completed on dates later than planned and whether costs are significantly exceeding planned costs.

The OMB ANSI 748-A Standard for EVMS provides guidelines that include processes for the effective collection, tracking and reporting of the earned value metrics. However, despite these EVM guidelines, agencies continue to struggle with project and program success.

Planview Solutions for EVM

Planview enables projects to be tracked at each level of the Work Breakdown Structure (WBS) for performance by costs, schedule, and performance. Planview automatically calculates cost at completion as projects are progressed, time is charged to projects, and costs are applied.

As costs are recorded for a project, Planview Enterprise enables sophisticated analytics that enable analysis of projects down to the individual task level, including analysis of the resources assigned to a project and resource capacity within the organization/contractor pool.

Through "what-if" analysis in Planview, an agency can determine whether project resources and materials can be adjusted to deliver the remaining tasks under budget. In addition, labor rate changes can be easily incorporated into Planview project financial models, with project costs automatically adjusted.
